Abstract

Twentieth-century Southeastern Europe endured three, separate decades of international and civil war, and was marred in forced migration and wrenching systematic changes. This book is the result of a year-long project by the Open Society Institute to examine and reappraise this tumultuous century. A cohort of young scholars with backgrounds in history, anthropology, political science, and comparative literature were brought together for this undertaking. The studies invite attention to fascism, socialism, and liberalism as well as nationalism and Communism. While most chapters deal with war and confrontation, they focus rather on the remembrance of such conflicts in shaping today's ideology and national identity.

Abstract

L’ouvrage de Marianne Ducasse-Rogier analyse en profondeur et dans sa globalité la gigantesque entreprise de reconstruction de la Bosnie-Herzégovine qu’a constitué la mise en œuvre de l’accord de paix de Dayton signé en novembre 1995. Cette étude pluridisciplinaire et critique aborde tous les aspects de l’opération originale de consolidation de la paix entreprise à cette occasion. Elle traite en particulier des questions de sécurité (extérieure et intérieure) et, sur le plan civil, de la démocratisation, des élections, du retour des réfugiés, de la réforme de la justice et des médias ou encore de la lutte contre la corruption. L’ouvrage s’ouvre sur un rappel des caractéristiques et données du terrifiant conflit qui a déchiré la Bosnie-Herzégovine de 1992 à 1995. Il se poursuit par un commentaire détaillé des négociations de novembre 1995 et de l’accord de paix conclu, sous la houlette américaine, sur la base militaire de Dayton. L’auteur examine ensuite dans quelle mesure furent suivis d’effet les engagements pris par les parties au titre des différentes annexes, quel fut le rôle joué par les acteurs internationaux dans l’application des termes de l’accord et enfin, quel fut l’impact de ce processus sur la stabilité et le développement de la Bosnie-Herzégovine. De nombreuses lacunes et incohérences de l’action internationale, pour beaucoup inhérentes au mode de règlement et au système de mise en œuvre échafaudés par les négociateurs, sont montrées au fil d’une analyse rigoureuse et sans concession. En conclusion sont examinées les possibilités concrètes qui permettraient de dépasser ces insuffisances et de dynamiser les processus de reconstitution de la Bosnie. Cet ouvrage sans équivalent dans la littérature francophone constitue ainsi une référence incontournable pour qui souhaite comprendre les enjeux de la reconstruction post-conflictuelle en Bosnie-Herzégovine et au-delà, pour qui s’intéresse au vaste domaine de la consolidation de la paix (peace-building)…

Abstract

This volume offers a new approach to the subject of conversion to Islam in the Balkans. It reconstructs the stages of the Islamization process from the fifteenth to the nineteenth centuries and examines the factors and stimuli behind it. The practice of accepting Islam in the front of the sultan, characteristic of the last period of Islamization, and granting to new Muslims an amount of money known as kisve bahası , is shown in the context of Ottoman social development. An innovative structural analysis of the petitions requesting kisve bahası leads to examining the origins of the practice and constructing a collective portrait of the new Muslims who submitted them. Facsimiles and translations of the most interesting petitions are appended.
